Battery recyclers face tightening global rules. Low recovery rates, weak traceability, or environmental noncompliance can delay projects and restrict market access. Compliance-oriented process design reduces these risks.
Global battery recycling regulation is shifting from basic waste treatment toward resource circularity. The EU emphasizes recycling efficiency and critical-metal recovery, China strengthens lifecycle traceability and recycling responsibility, while the United States focuses on hazardous-waste and transportation controls. Stable recovery performance, pollution control, and traceable operations are becoming essential for international battery recycling projects.
Despite regional differences, the direction is consistent: recover more valuable materials while reducing environmental and operational risks.

Why Are Battery Recycling Regulations Becoming Stricter?
As electric vehicles and energy-storage systems expand, increasing volumes of lithium-ion batteries are reaching end-of-life.
Regulatory attention is therefore moving beyond simple waste disposal toward:
- Recovery of lithium, nickel, cobalt, copper, and manganese
- Environmental pollution prevention
- Fire and operational safety
- Battery and material traceability
- Responsabilità estesa del produttore
- Cross-border waste control
For recycling companies, these requirements directly affect process design, equipment selection, plant layout, solvent extraction, wastewater treatment, waste-gas control, residue management, and production records.
A modern recycling facility therefore needs more than processing capacity. It must demonstrate high recovery efficiency, stable operation, environmental control, and verifiable material flows.
European Union: Regulation Driven by Recovery Targets
The EU Battery Regulation, Regulation (EU) 2023/1542, establishes requirements covering battery production, collection, treatment, recycling, material recovery, and recycled content.
For lithium-based batteries, recycling efficiency must reach:
- 65% by the end of 2025
- 70% by the end of 2030
The regulation also establishes recovery targets for individual metals.
By the End of 2027
- Cobalt: 90%
- Copper: 90%
- Nickel: 90%
- Lithium: 50%
By the End of 2031
- Cobalt: 95%
- Copper: 95%
- Nickel: 95%
- Lithium: 80%
These requirements place greater importance on efficient hydrometallurgical processing, selective extraction, impurity removal, and stable metal separation.
For recycling plants, leaching efficiency, extraction stages, phase ratios, purification, crystallization, electrowinning, and mother-liquor management can all influence final recovery performance.
TYIC: More Than 95% Conservative Overall Recovery
As international regulations continue raising material recovery expectations, recovery rate has become a key technical indicator for end-of-life lithium battery recycling projects.
TYIC has experience in process design and industrial-scale systems for recovering lithium, nickel, cobalt, manganese, and other valuable metals from retired lithium batteries.
Under TYIC’s current recycling process design:
- The conservative overall recovery rate for retired lithium batteries can exceed 95%
- Nickel recovery can reach 99%
- Cobalt recovery can reach 99%
These results depend on the coordinated performance of the complete hydrometallurgical process rather than a single piece of equipment.
A typical process can include:
Leaching → Impurity Removal → Solvent Extraction → Nickel/Cobalt/Manganese Separation → Lithium Recovery → Crystallization or Electrowinning → Mother-Liquor Treatment → Wastewater and Waste-Gas Treatment
Among these stages, solvent extraction is particularly important for nickel and cobalt separation, product purity, recovery efficiency, and continuous operating stability.
TYIC can optimize extraction stages, phase ratios, equipment configurations, piping arrangements, and automation systems according to feed composition, production capacity, and target products.
China: Full-Lifecycle Traceability and Recycling Responsibility
China continues to strengthen the management of retired power batteries through regulations emphasizing full-channel, full-chain, and full-lifecycle management.
Battery information can be tracked across:
Production → Vehicle Use → Maintenance → Replacement → Dismantling → Recycling → Comprehensive Utilization
For recycling companies, compliance increasingly involves:
- Battery identification and traceability
- Standardized receiving procedures
- Controlled storage
- Stable metal recovery
- Pollution-control facilities
- Trattamento delle acque reflue e dei gas di scarico
- Production records
- Compliant residue handling
This means recycling technology, environmental systems, and digital management should be considered together during plant design.
United States: Hazardous Waste and Transportation Controls
The United States uses a different regulatory structure.
Rather than relying on one unified battery lifecycle regulation, lithium battery recycling is governed through federal hazardous-waste requirements, transportation regulations, and additional state-level rules.
Spent lithium batteries may be regulated as hazardous waste because of characteristics such as ignitability and reactivity.
Battery recycling projects therefore need to consider:
- Safe battery storage
- Fire-risk prevention
- Hazardous-waste management
- Packaging and transportation
- Black-mass processing
- Environmental emissions
- State-specific requirements
For U.S. projects, safety and environmental control are therefore as important as metal recovery efficiency.
Cross-Border Recycling and the Basel Convention
International battery recycling supply chains may involve cross-border shipments of spent batteries, battery-containing equipment, black mass, or other intermediate materials.
Depending on classification, the Convenzione di Basilea may require prior notification, regulatory approval, written consent, movement documentation, and confirmation of final treatment.
Companies should determine whether a shipment is legally classified as:
A product, reusable material, recyclable intermediate, hazardous waste, or another controlled waste category.
Correct classification helps reduce customs delays, rejected shipments, regulatory penalties, and supply-chain disruption.
How High Recovery Rates Depend on Engineering Design
High recovery performance cannot be achieved by adding a single machine. It requires coordinated process engineering.
1. Leaching
Efficient leaching transfers valuable metals into solution and creates the foundation for downstream recovery.
2. Purification
Iron, aluminum, copper, and other impurities are controlled before extraction and separation.
3. Solvent Extraction
Optimized extractants, phase ratios, and extraction stages enable high-selectivity separation of nickel, cobalt, manganese, and other metals.
4. Lithium Recovery
Lithium concentration, precipitation, or crystallization routes can be optimized according to solution composition.
5. Environmental Treatment
Wastewater, process liquids, acidic or alkaline gases, and residues require coordinated treatment.
6. Automation
Process monitoring, flow control, liquid-level control, and production data management help convert theoretical recovery rates into stable industrial operating performance.
From Regulatory Compliance to Resource Recovery
TYIC fornisce process design, extraction equipment, plant layout, piping engineering, electrical automation, installation guidance, commissioning support, and environmental treatment systems per progetti di riciclaggio delle batterie.
For international recyclers, regulatory compliance is only the starting point. Achieving consistently high recovery of nickel, cobalt, lithium, and other valuable materials can improve both resource utilization and long-term project competitiveness.
Global battery recycling increasingly depends on high recovery rates, full-process traceability, environmental compliance, and stable industrial operation.
